Since most of the people in our clan are "stolen" and uchihas have been given a bad name (https://i.imgur.com/a0HNWeE.png) I say we recruit only the strong means rank 3 or above.

"Dragon Ruler" is a series of Dragon-Type Effect Monsters comprised of two smaller groups: Level 7 monsters whose ATK and DEF always have a sum of 4600, and lower-Level monsters that act as miniatures of the Level 7 monsters (minis are banned at the moment).
The "Dragon Rulers" all share three peculiarities: "If this card is in your hand or Graveyard: You can banish a total of 2 [corresponding Attribute] monsters and/or Dragon-Type monsters from your hand and/or Graveyard, except this card; Special Summon this card." "During your opponent's End Phase, if this card was Special Summoned: Return it to the hand.", "When this card is banished: Add 1 [corresponding Attribute] Dragon-Type monster from your Deck to your hand. You can only use 1 "[corresponding Dragon Ruler]" effect per turn, and only once that turn.", and a variable effect that triggers upon sending it and 1 other corresponding Attribute monster from your hand to the Graveyard.
Blaster, the Flame Suppressor Dragon

During your opponent's End Phase, if this card was Special Summoned: Return it to the hand. You can send this card and 1 other FIRE monster from your hand to the Graveyard to target 1 card on the field; destroy that target. When this card is banished: Add 1 FIRE Dragon-Type monster from your Deck to your hand. You can only use 1 "Blaster, the Flame Suppressor Dragon" effect per turn, and only once that turn.
This is our fire attributed Dragon. It has the highest attack among the other Suppressor Dragons and his discard effect is pretty good since it's another form of destruction.

The second highest in attack monster of our theme. Being able to run over Laggia/Dolkka and other similar stuff is really good. Its discard effect is meh, but it's needed for more consistent rank 7's and to keep the flow going with you dragons.

Tempest, the Storm Suppressor Dragon

Our wind dragon. Decent attack but awesome discard effect. By discarding it you can get ANY dragon. It's really good to have a way to search REDMD or any other dragon you see fit.

Redox, the Rock Suppressor Dragon

Meh attack but who cares. Its discard effect is a Monster Reborn. Yes you heard it right, you can revive any monster in your Graveyard. That really helps Rank 7 plays which are essential to this deck.

Burner, the Fire-Incarnate Dragon

Red-Eyes Darkness Metal Dragon
King of dragons. Some people find him out of space in here and others find it a staple. Test it to see fi it works for you.
Necroface
When removed from play you banish 5 cards. That means some dragons will be banished too. Who doesn't want free pluses? But due to the overall consistency someone might think that it's not needed if he plays conservatively.
Montage Dragon
"Omg noob Montage Dragon is a -3 in terms of card advantage". Not in this deck. Discarding 3 of your Dragons (which isn't that hard to end up with) will never be a -3 because you can use their effects to banish them for the cost of summoning one of them. That breaks even which makes the card a great addition to monster mash builds and build that main lots of dragons.
Debris Dragon
This card is the nuts in plant or Fog King/Trooper variants. Having access to Blackrose or other level 7 synchro's and Star Eater is great..
A Wingbeat of Giant Dragon
This card here can be our Heavy Storm with Heavy Storm gone from the game. Might be a good side/main deck card.
Treasured Sword of the Seven Stars
This card was made for this deck. It's a plus 1 while thinning your deck by 3 cards (2 cards drawn and 1 dragon searched if played right). At worst it's a +0 that thins your deck.
Gold Sarcophagus - Dragon Shrine - Dragon Ravine - Foolish Burial
Those cards will be your consistency boosters. All of them work like searchers in their own way. Depending on the variant and the playstyle opinions may vary on what to use. But whatever you are using don't run more than a combination of 2-4 total because they become dead when you have all the elements in hand/grave.
D.D.R. - Different Dimension Reincarnation
Good tech choice as we banish a lot. It might be a -1 but when you discard a dragon it's not really a minus, because you can use it from the graveyard as well. Great card.
Burial from a Different Dimension
Sending 3 dragons from the banished zone to the graveyard means that you get a free dragon and some searches. Good card is good.
Return from the Different Dimension
This card is our auto win button. Everyone should run 1. You can even chain it to opponent's MST and at the opponent's end phase the dragons will Return back to your hand. More pluses.
Dragoncarnation
Another good card for our dragons. Can be used as MST bait to get a +1. Also it's really easy to get this card's effect going considering that we banish a lot.
Star Eater
Light/Dragon/Level 11
1 Tuner + 1 or more non-Tuner monsters
Must be Synchro Summoned, and cannot be Special Summoned by other ways. This card's Synchro Summon cannot be negated. When Special Summoned, cards and effects cannot be activated. If this card attacks, it is unaffected by other card effects until the end of the Damage Step.
Wanted more synchro to play with? Here's your pick. Being level 11 is very easily summonable by us with a Ruler and Debris. Definately worth 1 copy in your extra deck.
Phantom Beastcraft - Dracossack
Great card as it's a Wind and can be banished from the graveyard to special summon our Tempest.
Number 11: Big Eye
Yeah we got this trolltastic card. It's an amazing option for the deck.
Mermail - Gaioabyss
Won't be able to summon it much but it's a good option while maining Tidal. More consistent drops with Fog King mained.
Gaia Dragon, the Thunder Charger
A powerful card, as it pierces through monsters in Defense, and is also a WIND Dragon for assisting in Summoning our Dragons once it leaves the field. Since it doesn't have any power beyond that, we'd only recommend one copy, but that should be all you need anyhow.
Plants
Spore - Lonefire Blossom - Dandylion - One for One
Good engine as it offers some synchro plays. Yeah it's easy to bring Stardust/Scrap Dragon with our Suppressors being level 7. Also can be discarded from hand to trigger our dragons since they are of all the attributes except Water. Definately worth running if you are going for something more budget because you can't afford those rank 7's that should be run at 3's each. Seems to be what everyone is hyping at the moment.
Debris
Fog King - Debris Dragon - Card Trooper
Great engine. Fog King is a normal summonable monster, requiring no tributes, which happens to be level 7. This means that Fog King and any other of our dragons equals a rank 7. But that's not all. Fog King happens to also have 0 atk which means it's revivable via Debris Dragon. 4+7=11 and 11=Star Eater. This engine makes Star Eater out of just one Debris giving you a lot of options. Trooper is for milling and plusing off of its destruction. It's earth for Redox's discard or banish and can also be revived by Debris for the occasional Black Rose play.
Hero
Neos - HERO Heat - Ice Edge - Voltic
This engine allows for some fusion spamming when combined with Fusion Gate. Banishing the dragons for summoning an Omni HERO gets you a search of the same dragon. Neos is lv7 LIGHT which means it works with seven swords, it can make Shining and it's awesome finisher when brought back by Voltic. lv7 also means he can be used for rank7 plays. HERO Heat gives access to Nova Master and is mainly used for Blaster pop fodder. This is very important cos it helps you deal with annoying cards like pedophion, iiw, vanity etc game 1. Ice Edge might seem underwhelming but it's the best WATER HERO with the dragons. The Graveyard serving as your second hand, you can use the dragons for the Ice Edge discard eff that will help you clear your opp barbarian backrow for clear attacks. Voltic is the centerpiece of all the OTKS this explosive variant can provide, after zero>acid play which clears your opponent field, Voltic can deal damage and bring back any HERO monster you may need from your RFP zone. Being LIGHT means it's another card that can access Shining.
Mythic
Mythic Water Dragon - Mythic Wood Dragon - Felgrand the Dragon Knight
This engine gives additional targets for Redox and Tidal. Summoning the 2 dragons results in an easy rank 8 play which can even be performed first turn most of the times. Felgrand is the rank 8 to go as it makes any monster you target unafected by other cards meaning that if the opponent can't get rid of it by attacking, it's immune to effects. Pretty good to pass up. Seems to be the way to go in OCG at the moment.
Dragunity
Dragunity Dux - Dragunity Phalanx - Dragunity Mystletainn
You would have realized by now that Dragon Ruler is the most versatile archetype ever. And how would this be even more awesome? By giving our Dragons Wing-Beasts to ride on them. Dragunity can work as an engine that takes up the normal summons of the deck to synchro climb into level 8's or go for rank 6's. Their WIND attribute synergizes perfectly with Tempest and all of their themed synchros are dragons which work as a fodder for our Rulers.

Also can be discarded from hand to trigger our dragons since they are of all the attributes except Water. Definately worth running if you are going for something more budget because you can't afford those rank 7's that should be run at 3's each. Seems to be what everyone is hyping at the moment.
Debris
Fog King - Debris Dragon - Card Trooper
Great engine. Fog King is a normal summonable monster, requiring no tributes, which happens to be level 7. This means that Fog King and any other of our dragons equals a rank 7. But that's not all. Fog King happens to also have 0 atk which means it's revivable via Debris Dragon. 4+7=11 and 11=Star Eater. This engine makes Star Eater out of just one Debris giving you a lot of options. Trooper is for milling and plusing off of its destruction. It's earth for Redox's discard or banish and can also be revived by Debris for the occasional Black Rose play.
Hero
Neos - HERO Heat - Ice Edge - Voltic
This engine allows for some fusion spamming when combined with Fusion Gate. Banishing the dragons for summoning an Omni HERO gets you a search of the same dragon. Neos is lv7 LIGHT which means it works with seven swords, it can make Shining and it's awesome finisher when brought back by Voltic. lv7 also means he can be used for rank7 plays. HERO Heat gives access to Nova Master and is mainly used for Blaster pop fodder. This is very important cos it helps you deal with annoying cards like pedophion, iiw, vanity etc game 1. Ice Edge might seem underwhelming but it's the best WATER HERO with the dragons. The Graveyard serving as your second hand, you can use the dragons for the Ice Edge discard eff that will help you clear your opp barbarian backrow for clear attacks. Voltic is the centerpiece of all the OTKS this explosive variant can provide, after zero>acid play which clears your opponent field, Voltic can deal damage and bring back any HERO monster you may need from your RFP zone. Being LIGHT means it's another card that can access Shining.
Mythic
Mythic Water Dragon - Mythic Wood Dragon - Felgrand the Dragon Knight
This engine gives additional targets for Redox and Tidal. Summoning the 2 dragons results in an easy rank 8 play which can even be performed first turn most of the times. Felgrand is the rank 8 to go as it makes any monster you target unafected by other cards meaning that if the opponent can't get rid of it by attacking, it's immune to effects. Pretty good to pass up. Seems to be the way to go in OCG at the moment.
Dragunity
Dragunity Dux - Dragunity Phalanx - Dragunity Mystletainn
You would have realized by now that Dragon Ruler is the most versatile archetype ever. And how would this be even more awesome? By giving our Dragons Wing-Beasts to ride on them. Dragunity can work as an engine that takes up the normal summons of the deck to synchro climb into level 8's or go for rank 6's. Their WIND attribute synergizes perfectly with Tempest and all of their themed synchros are dragons which work as a fodder for our Rulers.
